A dual-control drill is on paper. A named licensed party holds the liability. That is rarer than a waitlist.
Aspen North — A permissioned netting engine for trading venues and brokers that are already licensed. It reduces what has to settle. It is not a new CCP, and it is not a collateral token.
Closed on this board. Any capital event was completed with the issuer’s own providers. RCA Pad took 0%.

Diligence, not a prospectus. RCA Pad does not allocate, take orders, or close funding. If this company raises, it raises with its own counsel.

The wedge

Why the desk took it
They named a coverholder, not a protocol.
Traction
Founded 2026, headquartered in Hong Kong. 3 named pilots on file (identities redacted in public). 23 nodes or connected surfaces reported. Desk diligence score 92/100. A national registry counterpart, not a scrape. A redacted engagement letter landed in week one. That is why the desk took the meeting.
Next 12 months
Guidewire is the system of record. This is the slip between markets. Annual software against an ops cost the board can see. Switching cost is the record, not the brand.
The brief
Before the waitlist, before the window, there was a refusal. Aspen North would not let a public sale sit on this page. That is why a company in Reinsurance records is listed here at all — and why the people who wanted a coin left, and the people who wanted the product stayed.
If you leave this page without opening the claims table, you have read marketing. The scarce version of Aspen North is the version that survives counsel. It is on a clock.
US traffic was taken off the public surfaces in the first working session. Aspen North did not argue. Adult companies do not costume a US offering.
From counsel
The legal source of truth stays with the incumbent register, admin, or custodian. Aspen North does not attest to its own facts.
From ops
A dual-control drill exists on paper. Production evidence is the next artefact, not a tweet.
From the screen
We will not describe this as Reg CA-compliant, MiCA-stickered, or FCA-authorised. Issuers retain their own counsel in every relevant jurisdiction.
The window
Skip it and you read the archive. Counterparties who matter will have already asked.
The comment period is not a path. This company is priced as if that is already true.
Open the diligence or watch it close. There is not a third option that still counts as early.

T+1 and capital rules make gross settlement expensive. Venues will buy netting as a service before they will buy a new licence.
Post-trade cost is a line on every broker P&L. A 10% cut in settlement fails is a CFO conversation.
Versus the field
The incumbent brand sells the relationship. Aspen North sells the job the brand will not staff. A protocol pitch is the thing this company has already refused. Open-source looks free until the auditor asks who attests.
Hong Kong being the city does not make local retail a default audience. Communications capable of inducing investment activity still have a promotions problem.

If they raise
Not a token float. A budget against work. RCA Pad still takes 0% of proceeds.
Control environment
28%
The remaining certifications and the second named market.
Claims & campaign ops
21%
Keeping the public story from running ahead of the claims register.
Certifications & adapters

Hiring the operator who already does this job at a licensed firm.
Second market
36%
A counsel memo that can survive a later reader.

The wedge
Next twelve months
One live binder a carrier will show their auditor.
A redacted engagement letter landed in week one. That is why the desk took the meeting.
If they raise, it is to hire the remaining certifications and the second market — not to float a coin.

Readiness
Six things a serious buyer asks. 100 is “ready to take to counsel and a customer.”
Risks
The one that actually kills it
Extending the record into a market that is still restricted is how a clean Hong Kong story becomes a fact pattern. The restricted list exists for a reason: Public residual claims, United States.
If a regulator reads this as clearing, the licence problem is existential.
That ask has been refused on files like this. It should stay refused.
Who eats the loss? If the answer is ‘the protocol’, there is no protocol that can.
CCPs can copy the netting logic faster than a startup can collect members.
If Aspen North looks like it is taking risk, it needs a licence. The file says it does not. Keep it that way.
A proof of a fake book is still a fake book. Aspen North has to attach to the real one, in Hong Kong.

Who can decide
Amira Okoye (Chief executive) will take a 30-minute call and decide budget. If the only person who can accept “we are not opening a sale” is a silent co-founder in another time zone, this company would not be on the board.
Year two is a second named market and the remaining certifications — still permissioned. It is not a public book. A public book would be a different company.
